The Global summit is being organised in collaboration with Asia Pacific Quality Network (APQN). It aims to address many current issues by initiating dialogue among key stake holders and leaders of global higher education quality assurance community. The Bengaluru Statement 2016 on Next-Generation Quality Assurance of Higher Education invites quality assurance (QA) organizations to collaborate as a Global QA Community.
In a Global Media Release, the Bengaluru Statement 2016, entitled "Next-Generation Quality Assurance of Higher Education: A Shared Vision and Commitment for Fostering Partnership Beyond Borders," emerged from a global summit organized by the National Assessment and Accreditation Council (NAAC) in collaboration with the Asia-Pacific Quality Network (APQN). This statement is recognized as a significant milestone in the international landscape of higher education quality assurance.
The Global Summit on Quality Higher Education, themed "Sharing Values and Fostering Trust Beyond Borders," took place on September 16-17, 2016, in Bengaluru, organized by NAAC and APQN. It brought together over 120 delegates, including 23 representatives from approximately 20 countries. This event also celebrated the 23rd Foundation Day of NAAC.
The summit was a pivotal moment in the field of international higher education quality assurance for three key reasons:
The summit aimed to address contemporary issues by fostering dialogue among key stakeholders and leaders in global higher education quality assurance.
The summit’s inaugural address was delivered via video message by the Honorable Minister of Human Resource Development (MHRD), Government of India, Shri Prakash Javadekar, who emphasized India’s collaborative spirit and its commitment to advancing quality in higher education.
The Bengaluru Statement 2016, resulting from discussions among all participants, was presented to the assembly by Dr. Jagannath Patil, Convener of the Global Summit. The motion for its approval was put forth by Prof. D. P. Singh, Director of NAAC, and Prof. Dr. Jianxin Zhang, President of APQN, and was unanimously seconded by Dr. Judith S. Eaton, President of CHEA, USA.
In the esteemed presence of Dr. Mahendra Nath Pandey Ji, Honorable Minister of State (Higher Education), MHRD, Government of India, the summit adopted the Bengaluru Statement 2016 on Next-Generation Quality Assurance of Higher Education: A Shared Vision and Commitment for Fostering Partnership Beyond Borders on September 17, 2016. This statement is anticipated to significantly bolster global partnerships among various international, regional, and national networks and quality assurance bodies.
The primary achievement of the Global Summit was to unite key players in global higher education and quality assurance on a single platform to share their visions and commitments.
The attendance of leaders from the three largest higher education systems—namely the USA, China, and India—alongside major international representatives from the UK, Australia, Japan, Philippines, Taiwan, Malaysia, UAE, Mauritius, and connections with European and Arab networks, established a robust foundation for global policy dialogue.
All participating leaders in higher education quality assurance contributed their national, regional, and global insights, aiding in the formulation of a common agenda for the international QA community.
Organized by the National Assessment and Accreditation Council (NAAC), India, in cooperation with the Asia-Pacific Quality Network (APQN) and supported by 16 prominent quality assurance organizations from Asia Pacific, Europe, the Americas, Africa, and the Arab world from September 16-17, 2016, in Bengaluru, India, the Bengaluru Statement 2016 echoed previous commitments such as the Nagoya Declaration on Higher Education for Sustainable Development (2014) and the Incheon Declaration (2015) on “Education 2030: Towards inclusive and equitable quality education and lifelong learning for all.”
Key figures such as Prof. Virander S. Chauhan, Chairman of EC-NAAC; Prof. D. P. Singh, Director of NAAC; Dr. Jagannath Patil, Adviser at NAAC and Convener of the Global Summit, along with all NAAC officials, played instrumental roles in organizing this historic event, which has been positively acclaimed by the global quality assurance community.
